Doctors lodge cross-FIR against journalists

LAHORE: Doctors of the Jinnah Hospital have filed a cross-first information report (FIR) against 103 journalists in the Garden Town Police Station on Friday.

The move follows Wednesday’s incident when doctors assaulted journalists in the hospital as the reporters tried to cover the death of a woman allegedly caused by her doctor’s negligence. However, the duty officer at the police station denied the registration of an FIR against journalists. A case was registered against the doctors involved in the Garden Town Police Station on the complaint of Punjab Union of Journalists President Rai Hussain Tahir. In their FIR, the doctors claimed that the journalists had been carrying weapons and that they had stolen mobile phones, gold ornaments and cash from the doctors. They also alleged to have been assaulted by the journalists at the Jinnah Hospital. According to sources, the Punjab government has told its health secretary that an FIR will be registered against both parties. The sources said the Punjab government had appointed District and Session Court Judge Maqsood Arshad as a one-man tribunal to conduct an inquiry into the incident. Separately, Rai Hussain told Daily Times that the Punjab government should not involve itself in the matter. He said journalists would continue “their war for the freedom of journalism”. staff report

The joint resolution PMA, MTA, TDA, APCA, PAMA

April1, 2010
JOINT RESOLUTION
BY
Pakistan Medical Association, Medical Teachers Association, Young Doctors Association, APCA and Para Medical Staff Association

We condemn the sad incident which took place yesterday in the Accident and emergency Department of Jinnah Hospital, Lahore. In order to avoid such incidents in the future we demand that the following measure must be undertaken immediately:

1. The FIR registered against fifty seven doctors is condemned and must be withdrawn immediately. Legislation should be passed by the Provincial Assembly that in future no FIR will be registered against doctors on duty.

2. The intrusion of media persons hinders the performance of doctors, nurses and paramedical staff. In addition it violates the privacy of patients, an essential part of patient’s fundamental bill of rights.

3. Security guards in adequate numbers should be present at the emergency department to provide protection to doctors, nurses, para-medical staff and patients from the potential armed intrusion by people with ulterior motives. For the same reason it is demanded that security check points should be established at all entry points of the hospital. The security staff should be equipped with metal detectors and other necessary equipment.

4. Entry of unrelated / unauthorized persons including media (Print or Electronic) without prior written permission from hospital administration should be banned with immediate effect. Photography or movie-making in the premises of the hospital should be strictly prohibited.

5. Legislation should be passed by the Provincial and Federal Parliaments whereby manhandling or any form of attack on doctors, nurses and paramedical staff while on duty be declared a non-bailable offence with a minimum of six months imprisonment / or fine as a punishment. This law has already been passed and is being implemented in a neighboring country with significant reduction in such incidents.

6. Only one person should be allowed to accompany a patient in the emergency, indoor and out door settings.

7. Close circuit TVs should be installed in all parts of the hospital for surveillance and security purposes. This may provided crucial evidence against one side media propaganda.
